Story: A package that Cole was assigned to deliver causes a major explosion that destroys six city blocks, leaving behind a crater and Cole as the only survivor. The explosion granted Cole electricity-based powers, but he falls unconscious; waking up two weeks later to find that Empire City has fallen into chaos. Without police, gangs have taken over the city, and a plague has infected many of the residents causing the city to be quarantined by the government. It is revealed by "The Voice of Survival", or Dallas, a surviving disk jockey that broadcasts across the city, that Cole was the cause for the explosion, which sets the population of Empire City against him. Cole must come to terms with his powers, and opt to help those in need or simply survive on his own, facing against large threats that have manifested in the city due to the explosion.

Shortly after awakening and training his powers to a basic level, Cole tries to escape the city across the bridge, along with many other residents. After many civilians are gunned down, Cole, managing to break through the blockade, encounters Moya, an FBI agent tracking another agent and a group called the First Sons, who created the Ray Sphere, the explosive which gave Cole his powers by gathering the bio-electrical energy from everyone in the Blast and transferring it to Cole. Moya tells Cole that her husband John is somehow involved with the ray sphere and is trapped in the quarantine as well. Much of the following storyline dedicates itself to Cole's quest of finding John, and thus the ray sphere as well for Moya, in return for release from the quarantine, along with his 'girlfriend' Trish and buddy Zeke.

Another development is the plague, which is spread by tar that is being put in the city water supply by the Reapers, one of the three main gangs. The tar causes massive hallucinations and schizophrenic behavior in anyone drinking the water. While removing the tar, Cole hears the voice of a woman telling him that she loves him repeatedly, though Cole is unaware of who the woman is. As Cole progresses onwards, it turns out that this woman is Sasha, a transient who has the ability to produce the black tar that has been 'poisoning' the cities inhabitants. The black tar turns out to actually be a mind control agent which allows her to manufacture her gang of reapers. She was previously affiliated with the First Sons. Cole battles and defeats her, but she is captured by the First Sons, before Cole could take her into custody. She seems to be romantically interested in Cole, and her words hint at her being spurned by another man, and she plans to use Cole to 'Show him what he's missing'. As such, she dislikes Trish (Cole's girlfriend) to an extreme, and threatens to kill her a few times, claiming that she is far better than anything Trish could offer Cole, and that she is 'beneath him'.

Later on, Cole also meets up with Kessler, a man with a metallic hand and a scar on his face, who seems to be the man behind the explosion in which Cole was caught at the epicenter. He seems to have been romantically involved with Sasha at one point, and his breakup with her is one of the sources of her mental instability. Later, she is tortured by Kessler into working with him against Cole. Kessler seems to loathe Cole, calling him 'A damn Peacock' parading in front of the city's citizens. It is later revealed that Kessler is the main leader of the First Sons and is probably also gunning for John and the ray sphere. Later, in the warren, Cole meets Aldan, an old man who seems to have been a homeless beggar on the streets with psychokinetic power who then became more powerful in the explosion. It is later revealed that Alden was the son of the former leader of the First Sons, and was groomed to become his father's heir, before Kessler appears and disposes of Aldan's father as the leader of the First Sons. Aldan is thrown onto the street where he ages to an old man, which shows Kessler must have some form of limited immortality, to have remained looking so young while Aldan grew from a young boy to an old man. Alden now has the means to complete his fathers will, and inspires the city's homeless to unite under his leadership, forming the Dust Men. As Cole battles this gang, he manages to capture Aldan and lock him in the city's prison to await extraction. However, Zeke tries to help, and as the result of his mistake, Aldan slaughters the guards and makes his escape.

Later, Cole is contacted by John. Following a series of events, it is revealed that he had been actually chasing Cole before the explosion trying to stop the detonation of the ray sphere (and was also sadly stopped by a red light, just before the bomb detonated). Cole finds out that Moya has been lying to him all along; John has never been married, and even seems to hate the Agency that Moya works for. Cole then reneges on the deal he and Moya made, instead collaborating with John to find and destroy the ray sphere. John finds the ray sphere at the top of Aldan's tower, and Cole brings Zeke along with him to extract it. Cole battles Aldan at the top of his tower, and the battle is crashed by Kessler. Zeke obtains the ray sphere in the battle, but tries to detonate it again in hopes of gaining powers of his own, but nothing occurs. Kessler offers to give Zeke the power he craves, and as a result, Zeke escapes with Kessler, along with the Ray sphere. Aldan then goes on a rampage on the bridge connecting to the historic district. Cole faces him and defeats him, but Aldan escapes by jumping off the bridge. His fate is unknown, though Cole doubts that the fall killed him.

John contacts Cole and tells him to go to the Historic District and get rid of Kessler. When Cole arrives he is immediately thrown into the action, and soon comes to make a heart breaking decision, save Trish or save six other doctors. Depending on Coles choice, the player will receive good or bad karma, but in both scenarios Trish will die. Cole and John locate the ray sphere and Cole destroys it killing John in the process.

The final battle occurs between Cole and Kessler. When Kessler is defeated, he reveals that he is infact a future version of Cole. He had travelled to the past in order to prepare Cole for a powerful enemy that will appear in the future. This enemy, known only as "The Beast", is one Kessler failed to stop in the future and ended up destroying the world as he knew it.

Gameplay: Infamous is a sandbox video game. The player controls Cole and his newly acquired electrical powers as he makes his way around Empire City. Ultimately, the player will need to defeat three major forces that have each taken over one section of Empire City. One of those forces is a hooded street gang referred to as the Reapers. The Reapers used to be a scattered group of drug dealers, but after the explosion, the group came together to take the vulnerable city. Though most are thugs, a few exposed to the explosion have gained unique abilities such as teleportation, shadow manipulation, etc.

Cole's primary means of interaction is through the electricity-based powers. These include shooting electricity from his hands to nearby targets, creating an electricity-based shield to repel foes, and create a delayed explosion of a ball of energy much like sticky grenades. The electrical powers can be used both against living targets as well as inanimate objects. Cole is unable to swim, as the interaction between electricity and water would be lethal. Also, Cole can only manipulate electricity, not generate it: for instance, Cole's powers are severely limited in areas suffering from blackouts (which are in considerable number, since the city is recovering from a disaster). Cole is also described as an urban explorer, and the player will be able to jump and climb buildings in order to move about the city, although these are not enhanced by any super-human ability, though he can survive falls of several stories. However, Cole can get the ability to shoot electric jets from his hands, slowing his falling speed. Cole can extract electricity from nearby power sources for use later in the game.

As the player completes the main goals, side missions will be presented, both as independent missions, and as karmic choices. A karma system is in place which influences the growth of Cole's powers, some being enhanced by good deeds, while ignoring the pleas of the citizens will favor the growth of other powers. The karma system will also affect how the citizens react to Cole; if the player has helped citizens, they may come to Cole's help in certain battles, while in the contrary position, the citizens may flee as Cole approaches. However, the player is able to alter their karma and pursue the alternative direction should they decide to do so. The player is not committed to being "good" or "evil" throughout the game, and can change their karma, which will affect what powers and abilities they will possess. If players deeds are considered helpful and good, the powers will be more precise making less domestic destruction. But a player committing bad deeds will have more reckless and powerful powers causing more destruction. It will change the color of his electrical powers; blue for hero & red for infamous.
